Architectural Control


 

ARCHITECTURAL CONTROL COMMITTEE (ACC) REVIEW PROCEDURE:

The Architectural Control Committee (ACC), comprised of the Pack Creek Water Company Board Members, has developed the following procedures and application guidelines to assist property owners subject to ACC review in the planning and approval of all new construction, as well as outside renovations to existing homes and structures. The Declaration of Restrictions for all subdivisions of Pack Creek (hereafter called the Covenants) that identify the ACC as the oversight body charged with assuring the architectural requirements in covenants are followed. (Currently the only subdivisions within the Pack Creek community not subject to ACC oversight are M-4 and Shanteau. These subdivisions have their own architectural control processes).


GUIDING PRINCIPLES

A. The ACC is guided by the covenants for each subdivision.

B. The evaluations of the ACC will be in accordance with the covenants of each subdivision, which are generally intended to preserve the natural environment and natural beauty, and to respect the protected viewsheds and privacy of neighbors (see definition above).

C. The ACC values input from all neighbors and encourages those applying for ACC approval to work directly with neighbors to explain their project and understand any neighbor concerns prior to and during the application process with the ACC.

D. The ACC recognizes that home improvement and construction can be time sensitive and stressful, and we work collaboratively with applicants so their projects can proceed in a timely fashion. This requires all parties to follow the procedures and guidelines and to initiate communication that helps ensure any questions about the process and application are answered and that everyone’s expectations for how things will proceed are aligned.

2 IV. RESPONSIBILITIES OF APPLICANTS (property owners)

A. Review relevant covenants so applicant can identify any variances needed and ensure their plans are consistent with applicable covenants.

B. Review Architectural Review Guidelines and Procedures and identify and prepare all required documentation (process will not begin until all documentation is received by the ACC.)

C. Work closely with the assigned ACC coordinator to make sure all applicants and ACC questions are answered and expectations re process and timeline for consideration are understood.

D. Applicants are encouraged to discuss their project with the ACC chair (or any member of the ACC) prior to application to identify any areas that might cause concern and to make sure expectations around timing and the information required are mutually understood.

E. Applicants are encouraged to informally speak with neighbors about the project to identify any concerns prior to application.

V. WHAT REQUIRES ACC APPROVAL

The ACC considers and evaluates three different types of projects:

1. New construction (including residences and outbuildings, such as guest houses, garages, yurts, offices, gyms, greenhouses, etc.)

2. Structural modifications/renovation to existing buildings (including additions/expansion or reductions to the footprint, changes to square footage, changes to the roofline or height, carports, and structural changes to existing windows or the addition of new windows, decks, patios, etc.

3. Exterior visual renovation to existing buildings or property (including changes to the exterior material/color/appearance, changes to roofing material/color, new railings, window replacement, landscaping, antennas, solar panels, changes to exterior lighting, etc.)
